I don't think this would pass constitutional muster, but what if digital platforms were simply barred from having more than N number of users? Maybe 65,535? It's 2-to-the-16th and the capacity of a decent football stadium -- why does a platform need to be bigger than that? You can get all of your friends and family in a stadium. If you need to reach more people, you can sign up for multiple services. Coke & Flo from Progressive can be in dozens of stadiums, I only want to be in one or two.
